Introduction

The resumption of hostilities on 7 July 2026 ended the previous ceasefire and returned the Strait of Hormuz to the center of the U.S.–Iran war. By 21 July, U.S. Central Command had completed ten consecutive nights of strikes against Iranian command centers, missile and drone launch sites, air defenses and maritime capabilities. Iran had simultaneously resumed attacks on commercial vessels and U.S.-linked facilities across the Gulf. (Reuters, 21 July 2026)

The principal development is not the complete physical closure of the strait. It is the creation of a contested maritime environment in which Iran can decide which ships face attack, pressure vessels to follow an Iranian-approved route and generate enough uncertainty to deter shipowners, insurers and energy companies. On 20 July, only four commodity vessels crossed the strait—two entering and two departing—and no very large crude carrier or LNG carrier was visibly recorded. (Reuters citing Kpler, 21 July 2026)

The United States has assembled substantial air and naval power. Two carrier strike groups, one amphibious ready group and at least 20 publicly identified major U.S. Navy ships are operating across the Arabian Sea and broader Indian Ocean. Approximately 50,000 American personnel are deployed across the wider Middle East. However, these forces are principally configured for air operations, maritime control, missile defense, logistics and protection of regional bases. Nexara Intelligence assesses that a large-scale ground invasion during the coming seven to fourteen days is highly unlikely. Continued air and maritime escalation is the most likely trajectory. A limited operation against a vessel, island, port or coastal military position is more plausible than a mainland invasion, but it remains a secondary scenario. A temporary ceasefire is possible, particularly through Pakistani and Omani mediation, although the prospects for a lasting political settlement remain limited.

Resumption of Hostilities and the July Military Campaign

Iranian Enforcement of Selective Passage

The new phase began with attacks on commercial shipping. On 6 and 7 July, Iran reportedly targeted tankers that had not followed its preferred transit arrangements. According to the 7 July assessment published by the Critical Threats Project and the Institute for the Study of War, one attack involved a Qatari gas carrier near Oman and another targeted a Saudi tanker. A further drone attack against an unspecified vessel was reported the following day. (CTP–ISW Iran Update, 7 July 2026)

The attacks demonstrated that Tehran was not attempting to prevent every vessel from entering or leaving the Gulf. Its immediate objective was to establish itself as the effective gatekeeper of the strait by distinguishing between approved and unapproved traffic.

Three empty QatarEnergy LNG carriers—the Al Ghariya, Duhail and Al Ruwais—reversed course on 8 July, together with another oil or gas tanker, after the security environment deteriorated. (Reuters, 8 July 2026) By early 9 July, Reuters could identify only two tankers moving through the strait, although incomplete or disabled AIS transmissions made a definitive count impossible. According to Carolyn Moorman, Adham Fattah, Katherine Wells and Brian Carter in their 20 July analysis published by CTP–ISW, Iran continued to use attacks and threats to push commercial vessels toward an Iranian-controlled passage arrangement. The authors recorded further incidents near Kumzar, Dibba and the approaches to the strait during 19–20 July. (Moorman, Fattah, Wells and Carter, CTP–ISW, 20 July 2026)

Two Greek-owned Dynacom tankers were subsequently struck by unidentified projectiles near Oman. The identity of the attacker had not been independently established at the reporting cutoff. (Reuters, 21 July 2026)

U.S. Counterstrikes

The United States responded with an intensified campaign against Iran’s coastal and maritime infrastructure. CENTCOM reported striking more than 80 targets on 7 July, including coastal surveillance systems, anti-ship missile positions, drone launchers, command centers and more than 60 IRGC fast-attack craft. An official Hebrew-language CENTCOM release stated that approximately 140 targets were attacked in one round on 11 July and more than 300 targets across three nights. The operation involved land-based and carrier-based aircraft, unmanned aircraft and naval platforms. These figures are U.S. operational claims and have not been independently verified target by target. (U.S. Central Command Hebrew-language release, 11 July 2026)

On 15 July, Washington announced another wave of attacks intended to degrade the Iranian military capabilities being used against commercial shipping. (Reuters, 15 July 2026) The target set then expanded beyond launchers and naval craft. According to CTP–ISW’s 17 July assessment, U.S. forces struck bridges, railway connections and communications infrastructure serving Bandar Abbas, the headquarters of the IRGC Navy’s First District and Iran’s principal naval hub on the strait. By 21 July, CENTCOM described the campaign as its tenth consecutive night of strikes. The declared targets continued to include missile and drone sites, air defenses, maritime systems and command facilities. (Reuters, 21 July 2026)

Iranian Retaliation and Regional Expansion

Iran answered the U.S. campaign by attacking American and allied facilities in Bahrain, Kuwait, Jordan, Qatar and Oman. Iran also targeted regional infrastructure, including a power and desalination facility in Kuwait. (CTP–ISW Iran Update, 12 July 2026; Reuters, 17 July 2026)

Iranian forces began employing faster and more maneuverable missile profiles against regional bases, apparently seeking to complicate interception. (CTP–ISW Iran Update, 18 July 2026) On 19 July, Iran launched four ballistic missiles toward Aqaba; Jordan said that three were intercepted and one landed in an unoccupied area. (CTP–ISW Iran Update, 19 July 2026)

A Chinese-language report published by People’s Daily Online on 17 July reflected Iranian claims that its operations had targeted U.S. logistics, aviation and surveillance facilities in Kuwait and Bahrain. The same report described U.S. attacks on Iranian airports, bridges and railway infrastructure. These details should be treated as attributed wartime claims rather than independently confirmed battle-damage assessments. (People’s Daily Online, 17 July 2026)

The Houthis have also threatened to prevent Saudi shipping from passing through the Bab al-Mandeb. Two Saudi crude tankers reportedly reversed course after the threat. This creates the prospect of coordinated pressure on both Hormuz and the southern Red Sea, forcing Washington and its partners to divide maritime-defense resources between two strategic waterways. The Maritime and Energy Situation

Before the wider war began on 28 February, the Strait of Hormuz averaged approximately 125 vessel crossings per day. (Reuters, 22 June 2026) July traffic has fallen to a fraction of that baseline.

On 13 July, only six vessels were visibly recorded crossing the strait. They included an Iranian VLCC carrying approximately two million barrels of crude, a Kuwaiti product tanker carrying about 500,000 barrels and three empty vessels entering the Gulf. (Reuters, 13 July 2026)

Nine vessels were observed on 15 July: five empty ships entering the Gulf and four departing with cargoes of LPG, coal, fuel oil or fertilizer. No VLCC or LNG carrier was recorded. (Reuters, 16 July 2026)

LSEG identified four vessels crossing on 19 July, down from eight the previous day, while no LNG carrier was visible. Seven laden Qatari LNG carriers holding approximately 570,000 metric tonnes were delayed in mid-July, according to S&P Global data cited by Reuters. (Reuters, 19 July 2026)

Kpler reported that no LNG carrier had crossed Hormuz after 11 July. (Kpler, 17 July 2026) On 20 July, Kpler counted only four commodity vessels: an outbound petrochemical carrier, an outbound empty tanker, an inbound bitumen tanker and an inbound oil tanker. No VLCC or LNG carrier was observed. (Reuters citing Kpler, 21 July 2026)

These figures should not be interpreted as a perfectly complete traffic record. Vessels can disable or manipulate AIS transmissions, and different tracking companies use different observation windows. The available evidence nevertheless demonstrates severe and sustained suppression of commercial traffic.

The pattern also shows that Iran is still allowing selected Iranian-linked or approved cargoes to pass. On 14 July, nine of the eleven vessels observed by Reuters used the route closer to Iranian waters. Outbound traffic included an Iranian VLCC carrying about two million barrels of crude, a medium-range tanker carrying refined products and two LPG carriers. (Reuters, 15 July 2026)

Hormuz should therefore be described as functionally contested rather than completely closed. Iran does not need to sink large numbers of vessels or physically occupy both traffic-separation lanes. It needs only to create a credible possibility of attack, demonstrate that passage is selective and keep insurance and security costs above commercially acceptable levels.

According to Ben Stetter’s German-language analysis published by IPG Journal of the Friedrich-Ebert-Stiftung, Iran can create a de facto closure despite the destruction of much of its conventional navy. Cheap, dispersed drones and mines, combined with insurance risk, can make permanent Western protection economically disproportionate. (Ben Stetter, IPG Journal, 21 May 2026)

According to Al-Hawas Taqiya’s Arabic-language analysis published by the Al Jazeera Centre for Studies, Hormuz is a relatively low-cost asymmetric instrument because mines, drones and fast craft can transfer the war’s economic costs into international energy, food, transportation and technology markets. U.S. Naval, Air and Ground Force Posture

The current U.S. force posture is substantial but must be interpreted according to mission rather than raw numbers.

The USS Abraham Lincoln Carrier Strike Group is operating with Carrier Air Wing Nine. Its publicly identified aviation component includes three F/A-18E/F squadrons, one F-35C squadron, EA-18G electronic-attack aircraft, E-2D airborne-surveillance aircraft, CMV-22B logistics aircraft and MH-60 helicopters. Its publicly identified escorts include the destroyers USS Frank E. Petersen Jr. and USS Spruance. (USNI News Fleet Tracker, 20 July 2026)

The USS George H.W. Bush Carrier Strike Group is operating with Carrier Air Wing Seven. Its publicly identified aviation component includes four F/A-18E/F squadrons, EA-18G aircraft, E-2 airborne-surveillance aircraft, CMV-22B logistics aircraft and MH-60 helicopters. The group’s named escorts include the destroyers USS Donald Cook and USS Ross. (USNI News Fleet Tracker, 20 July 2026)

A Nimitz-class carrier can nominally embark more than 60 aircraft. The two carriers therefore provide a theoretical combined capacity exceeding 120 aircraft, although the exact number of operational aircraft presently embarked is not public. (U.S. Navy Nimitz-class carrier overview)

The Boxer Amphibious Ready Group consists of the amphibious assault ship USS Boxer, the dock landing ship USS Comstock and the amphibious transport dock USS Portland, with the 11th Marine Expeditionary Unit embarked. (USNI News Fleet Tracker, 20 July 2026) This force can conduct evacuations, vessel seizures, raids and limited amphibious operations. It is not large enough to conduct or sustain a mainland invasion by itself.

Additional publicly identified ships in the Arabian Sea include the destroyers USS Milius, USS Michael Murphy, USS John Finn, USS Higgins, USS McFaul and USS Rafael Peralta, together with the cruiser USS Princeton. In the broader Indian Ocean, USNI identified the littoral combat ship USS Tulsa and the destroyers USS Mustin, USS Delbert D. Black and USS Mason. (USNI News Fleet Tracker, 20 July 2026)

This produces an open-source minimum of 20 named major ships: two aircraft carriers, three amphibious ships, thirteen destroyers, one cruiser and one littoral combat ship. The count excludes submarines, replenishment vessels and any ship whose location has not been publicly disclosed.

According to Ian Ellis-Jones’s independent carrier and fleet analysis published by The War Zone, more than 20 U.S. Navy warships were operating in the Arabian Sea and wider Indian Ocean on 20 July, including approximately fourteen guided-missile destroyers. The same analysis reported that U.S. blockade operations had redirected seven commercial vessels and disabled one empty tanker after renewed enforcement began. Approximately 50,000 American troops are deployed across the wider Middle East. (The Wall Street Journal, July 2026) This total includes personnel aboard ships and at regional air bases, headquarters, logistics facilities and missile-defense positions. It should not be described as a 50,000-person invasion force.

The current number of aerial-refueling aircraft cannot be established confidently from public information. According to the open-source tracker prepared by Joe Costa, Theresa Luetkefend and Moss Gillespie at the Atlantic Council, approximately one-third of the mission-capable KC-135 and KC-46 refueling fleet was involved in the war as of 15 May. The authors also reported that roughly a dozen aerial tankers had been damaged or destroyed, while warning that exact deployment and readiness numbers were classified. This is a May system-level estimate rather than a verified July aircraft count. (Costa, Luetkefend and Gillespie, Atlantic Council)

No defensible current public count is available for U.S. submarines, maritime replenishment oilers, forward ammunition ships or the number of aerial tankers operational on any particular day. Assigning precise numbers to those categories would create false confidence.

Iranian Naval Losses and Remaining Capabilities

Iran has suffered extensive conventional naval losses. According to Benjamin Jensen’s analysis published by the Center for Strategic and International Studies, Iran lost the majority of its conventional naval capacity during the first ten days of the wider war. CENTCOM said that more than 60 Iranian ships had been hit or destroyed by 11 March. Jensen concluded that Iran could continue threatening commercial shipping but would have difficulty defeating organized U.S. convoys. (Benjamin Jensen, CSIS, 12 March 2026)

The destruction of conventional ships has not eliminated the regime’s maritime leverage. Coastal missile launchers, drones, mines, fast craft, surveillance sites and dispersed IRGC units can survive separately from major naval bases. These systems do not need to defeat an American carrier group. They need only to maintain enough uncertainty that commercial operators remain unwilling to sail without protection.

According to Daniel Byman’s analysis published by CSIS, Iranian drones, mines and small-boat swarms are no conventional match for the U.S. Navy, but they can impose persistent risk and political cost. Byman argues that clearing mines, escorting commercial shipping and suppressing coastal threats are militarily feasible, while the casualties, duration and political consequences of doing so are much harder to control. According to Ella Rosenberg’s Hebrew-language analysis published by the Jerusalem Center for Foreign Affairs and Security, Iran’s campaign combines military pressure with economic coercion in Hormuz. Its objective is attrition and deterrence of further Western escalation rather than rapid conventional victory. Rosenberg argues that military strikes alone rarely eliminate the networks underlying this type of hybrid campaign. (Ella Rosenberg, JCFA, 14 June 2026)

The July conflict confirms this assessment. American forces can destroy launchers, command centers and naval craft faster than Iran can replace them, but every surviving mobile launcher or drone cell can still affect the calculations of hundreds of commercial vessels.

Strategic Prospects for the Current War

The current campaign has produced American operational superiority without a corresponding political settlement.

According to Abdullah Rashid al-Mursal’s Arabic-language analysis published by the Al Jazeera Centre for Studies on 21 July, the ability to destroy Iranian targets has not by itself created a sustainable Gulf security arrangement. Al-Mursal argues that long-term security requires both a regional defense framework and agreed political rules for maritime navigation. According to Wang Fan and Wen Yinghui’s Chinese-language analysis in International Studies, published by the China Institute of International Studies, U.S. strategic retrenchment favors limited and controllable uses of force rather than an Iraq-style occupation. The authors argue that Iran is not the central long-term objective of American global strategy and that Washington is consequently likely to use tactical military superiority without committing to an open-ended ground campaign. The most likely military objective is therefore to compel Iran to accept a navigation arrangement, not to conquer the country. Washington will continue degrading the regime’s maritime and missile capabilities while raising the cost of attacks on shipping. Tehran will seek to preserve enough coercive capacity to exchange safe passage for political recognition, sanctions concessions or limits on the U.S. blockade.

Assessment of a Ground Invasion in the Coming Days

Large-Scale Mainland Invasion

Nexara Intelligence assesses the probability of a large-scale U.S. mainland invasion during the next seven to fourteen days at below 5 percent, with moderate-to-high confidence.

The presence of approximately 50,000 U.S. personnel in the region can appear invasion-sized when presented without context. Most of those personnel are dispersed among naval groups, air bases, missile-defense units, headquarters, communications facilities, intelligence operations and logistics networks. Only one amphibious ready group is publicly positioned in the immediate maritime theater. (USNI News Fleet Tracker, 20 July 2026) There is no publicly visible deployment of the multiple ground divisions, heavy engineering formations, protected logistics, medical capacity, armored vehicles and sustained sealift that would normally accompany preparations to invade and occupy a country the size of Iran.

A major invasion would also conflict with the current U.S. political approach. Washington continues to describe its principal objectives in terms of maritime security, missile suppression and protection of regional forces rather than territorial occupation.

Limited Ground or Amphibious Operation

A limited ground, amphibious or special operation is more plausible. Nexara Intelligence assesses a 20–30 percent probability during the next fourteen days, with moderate confidence.

Possible forms include a raid against a coastal military installation, temporary control of a small maritime position, an operation to remove a specific threat to navigation or expanded seizure of vessels violating the American blockade. This is an assessment of the scale of operations made possible by the Boxer Amphibious Ready Group and existing naval forces, not a claim that a specific target has been selected.

The probability of limited action would increase if Iran deployed mines in the main shipping channel, detained a major commercial vessel, conducted a successful mass-casualty attack on a U.S. base or repeatedly attacked ships using the Omani side of the strait.

It would decrease following a verified cessation of attacks, the establishment of an internationally monitored navigation corridor, the release of detained ships or the withdrawal of the Boxer group.

Expanded Maritime Interdiction

Expanded escort, interdiction and blockade operations are more likely than any ground invasion. Nexara Intelligence assesses a 45–60 percent probability during the next fourteen days.

Washington has already redirected commercial vessels and disabled an empty tanker during renewed enforcement. (Ian Ellis-Jones, The War Zone, 20 July 2026) Continued Iranian attacks could lead the United States to organize protected convoys, widen its rules for vessel interception or increase strikes on Iranian coastal infrastructure.

The difficulty is commercial participation. Even if the U.S. Navy can protect a convoy, shipowners and insurers must believe that the protection will continue and that ships will not be attacked before joining or after leaving the escorted corridor.

Ceasefire Prospects

Reuters reported that Iran had received a proposal for a ten-day truce and that Pakistan had been asked to resume mediation. Military operations continued while the proposal was under consideration. (Reuters, 20 July 2026)

Nexara Intelligence assesses a 35–45 percent probability of a short ceasefire or humanitarian-maritime pause during the next fourteen days. The probability of a partial navigation and deconfliction agreement during the next thirty days is slightly higher, at 45–60 percent. The probability of a durable political ceasefire during the next ninety days remains only 15–25 percent.

The strongest argument for a pause is that neither side currently has an easy path to decisive victory. Iran faces severe economic pressure, continued destruction of military infrastructure and rising risks to the internal stability of the regime. The United States faces recurring attacks on regional bases, large operational costs, pressure on energy markets and the prospect of an expanding Houthi front.

Oman previously proposed two maritime corridors: an unrestricted route in Omani waters and a northern route through Iranian waters under a notification process but without tolls. Iran rejected the proposal on 12 July. (CTP–ISW Iran Update, 12 July 2026) Nevertheless, this remains the most realistic foundation for a temporary agreement because it allows Iran to retain a visible role without granting it the right to tax or block international passage.

According to Raad Alkadiri and Mona Yacoubian in a CSIS assessment of the earlier ceasefire, the June agreement represented a pause rather than peace. They identified the proposed administration of the Persian Gulf and Strait of Hormuz—and Iran’s demand for a formal management role—as one of the central unresolved questions. According to Philipp Dienstbier’s German-language analysis published by the Konrad-Adenauer-Stiftung, regime hardliners have strategic and economic reasons to preserve the ability to close Hormuz. This makes a stable peace unlikely unless a new navigation system limits Iran’s coercive leverage without publicly excluding Tehran from the process. A plausible temporary agreement would involve:

Such an agreement would remain fragile because attribution is difficult. A mine, an unidentified projectile, a proxy attack or a vessel operating without AIS could produce competing accusations and cause the ceasefire to collapse.

The probability of a ceasefire would rise if Iran publicly accepted the Pakistani proposal, Pakistan or Oman announced direct negotiations, attacks on vessels stopped for at least several days, the United States interrupted its nightly strike campaign or LNG and VLCC traffic resumed through a monitored corridor.

The probability would fall sharply following further attacks causing American fatalities, strikes on major Iranian energy infrastructure, attacks inside the proposed Omani corridor or the opening of an active Houthi campaign against Saudi shipping.

Scenario Analysis

Scenario 1 — Prolonged Air and Maritime Contest

Assessment: Most likely

The United States continues nightly or near-nightly strikes while expanding interdiction and escort operations. Iran preserves dispersed missile, drone and mine capabilities and periodically attacks vessels or regional bases. Commercial passage remains far below normal levels.

The outcome is a contested maritime equilibrium. Washington retains military superiority but cannot guarantee normal commercial traffic. Tehran continues suffering military and economic losses but preserves the strait as leverage.

The principal risks are an attack causing additional U.S. fatalities, miscalculation around an intercepted tanker and expansion of Houthi operations into the Red Sea.

Scenario 2 — Temporary Ceasefire and Navigation Arrangement

Assessment: Plausible

Pakistan, Oman or Qatar brokers a short pause. Iran suspends attacks on commercial vessels, while the United States pauses nightly strikes and blockade enforcement. A monitored southern corridor allows limited LNG, crude-oil and commodity traffic to resume.

The agreement reduces immediate economic pressure but does not resolve the underlying war. Negotiations over sanctions, Iran’s political role in managing passage and the future of the blockade remain unresolved.

The principal risk is rapid collapse following an unattributed maritime incident or proxy attack.

Scenario 3 — Expanded Maritime Campaign and Limited Ground Action

Assessment: Possible but less likely

Repeated Iranian attacks lead Washington to establish a more formal convoy system and intensify strikes against coastal infrastructure. U.S. Marines or other specialized forces conduct a limited operation connected to vessel interdiction, mine clearance or removal of a particular maritime threat.

The United States gains temporary operational control over a limited area but assumes new protection and logistics burdens. Iran retaliates through missiles, drones and regional partners rather than attempting to confront the U.S. fleet directly.

The principal risk is that a bounded operation develops into an open-ended requirement to hold territory.

Scenario 4 — Large-Scale Invasion

Assessment: Highly unlikely in the coming days

A major Iranian attack or political decision in Washington changes the war’s objective from freedom of navigation and military degradation to regime removal by force. The United States deploys several additional ground formations and prepares sustained entry into Iran.

There is presently no public evidence of the necessary deployment pattern, and the political, logistical and military costs would be substantially higher than those of the current air–maritime campaign.
